Excel can calculate an invoice perfectly well. It cannot produce validated structured output and connect to a network, and no amount of formatting changes that.
For low volumes, a straightforward invoicing system that produces compliant output and connects to your provider is enough. Do not let anyone upsell you a manufacturing suite.
Moving off a spreadsheet is mostly about getting customer records into proper fields with tax details attached. That is the work; the software choice is comparatively easy.
