E-invoicing for small businesses, startups and freelancers

If you are running a small company here, the honest summary is this: you have more time than large businesses, you are still in scope, and the change is smaller than the noise around it suggests. What you should not do is leave it until spring 2027 and then discover your customer records are half empty.

What this means in practice

If you take four things away from this page, make them these.

1Later does not mean exempt

The threshold decides your wave, not your obligation. A small company is still in scope; it simply has a later go-live date, and that gap is a gift rather than a pass.

2You may need a TIN even if you never file VAT

Participation is based on a Tax Identification Number rather than VAT registration, so businesses that have never dealt with the FTA before may need to register before they can comply.

3Spreadsheets cannot connect to a network

Excel is fine for calculating an invoice and useless for transmitting a structured one. At minimum you need something that can output the required format and talk to your provider.

4Starting early is genuinely cheaper

Providers and implementers get busy in the run-up to each deadline. Small businesses that move during a quiet period get more attention and better pricing than those arriving in the last month.

UAE e-invoicing rollout — key dates

Published by the Ministry of Finance and the Federal Tax Authority. Dates below are the current published position; confirm your own phase in writing before you commit to a supplier.

23 February 2026

Electronic Invoicing Guidelines V1.0 published

The Ministry of Finance issued the official guidelines and the mandatory-fields specification, which is when the scheme moved from announcement to something you can plan against.

1 July 2026

Voluntary pilot opens

Businesses can start issuing e-invoices voluntarily or as part of the pilot group. Joining early means no penalties before your own compliance date.

30 October 2026

Large businesses appoint an ASP

Businesses with annual revenue of AED 50 million or more must have an Accredited Service Provider appointed. This deadline was extended from July by Ministerial Decision No. 56 of 2026.

1 January 2027

Large businesses go live

Structured e-invoicing becomes mandatory for the AED 50 million and above group, covering B2B and B2G transactions.

31 March 2027

Everyone else appoints an ASP

Businesses below the AED 50 million threshold must have their Accredited Service Provider in place.

1 July 2027

Remaining businesses go live

The rest of the in-scope population starts issuing structured e-invoices. Being small delays your date; it does not take you out of scope.

1 October 2027

Government entities go live

Government bodies complete the rollout, which closes the loop on business-to-government invoicing.

I am under AED 50 million. Am I exempt?

No. The threshold determines which wave you are in. Businesses below it appoint a provider by 31 March 2027 and go live from 1 July 2027.

I am a freelancer with a sole establishment licence. Does this apply?

If you conduct business in the UAE and invoice other businesses, you are generally in scope. Volume is low so the change is small, but it is not nothing.

Can I just keep using Excel?

Excel can still be where you work out the numbers, but it cannot produce a compliant structured invoice or connect to a service provider on its own. You will need something in between.
