Four things worth understanding properly before you spend money on anything.

1There is no emirate-level e-invoicing rule

The mandate comes from the Ministry of Finance and the Federal Tax Authority and applies nationally. Nobody in Ajman gets a different deadline from somebody in Dubai on the basis of geography.

2Your licence authority still matters for other things

Trade name, licence number and the details on your invoices come from your licensing authority, and those details have to match exactly in your invoice data. That is where the local layer shows up.

3Branches across emirates need one design decision

If you run branches under one licence in several emirates, you need to decide up front how numbering, reporting and archiving work across them — retrofitting that later is painful.

4Local business mix changes your customer data problem

A company invoicing large Dubai corporates usually already holds full customer details. A company invoicing small northern-emirates traders often does not, and that gap is the real project.

Do e-invoicing rules differ between Dubai and the other emirates?

No. It is a federal scheme administered by the Ministry of Finance and the Federal Tax Authority, so the obligation and the deadlines are the same across all seven emirates.

I have branches in three emirates. Is that one setup or three?

Usually one obligation per licensed entity, but the practical design across branches — numbering, approvals, reporting — needs deciding early.

Where is GoldenKey based?
