What Ministerial Decision No. 56 of 2026 changed

In May 2026 the framework was amended, and the headline was an extension. It is worth understanding what actually moved, because a lot of the commentary online still quotes the original dates and a lot of businesses are planning against numbers that have changed.

What this means in practice

1The appointment deadline moved, the go-live did not

The extension applied to the date by which large businesses must appoint an Accredited Service Provider, pushing it to 30 October 2026. The 1 January 2027 go-live was not moved with it.

2Accreditation requirements were clarified

Guidance during 2026 set out that an ASP applicant must be an active Peppol-certified service provider and meet requirements on company registration, tax registration and information security.

3An experience requirement was introduced

A new condition requires that the proposed e-invoicing solution has been in operation for a minimum of two years, which meaningfully narrows the field of eligible providers.

4The direction of travel did not change

This was a calibration, not a retreat. Reading the extension as a sign that the scheme might be quietly dropped would be a mistake.

Did Ministerial Decision No. 56 delay UAE e-invoicing?

It extended the ASP appointment deadline for large businesses to 30 October 2026. The go-live dates were not changed.

Why was the extension granted?

The practical reading is that provider accreditation needed more runway, particularly once a two-year solution operating history was required.

Should I expect more extensions?

Plan against the published dates. Treating a possible extension as part of your project plan is not a plan.
