Government entities and the October 2027 date

Government entities go live on 1 October 2027, which is the final step in the published rollout. For most readers the important angle is not what government does internally — it is what happens to you if you supply government.

1B2G is in scope from the start

Business-to-government transactions are covered alongside B2B in the initial mandate, so if you invoice a government body you are affected by your own wave's date, not by theirs.

2Sovereign activities are excluded

The published exclusions cover sovereign government activities, which is a narrower carve-out than 'anything involving government' and should not be read as a general exemption.

3Government suppliers should expect earlier pressure

Public sector buyers tend to push compliance requirements down their supply chain ahead of their own deadlines. Do not be surprised by a tender condition arriving early.

4Get your entity data exactly right

Government payment processes are unforgiving of mismatched trade names and licence details. Structured invoicing makes that precision mandatory rather than merely advisable.

UAE e-invoicing rollout — key dates

Published by the Ministry of Finance and the Federal Tax Authority. Dates below are the current published position; confirm your own phase in writing before you commit to a supplier.

23 February 2026

Electronic Invoicing Guidelines V1.0 published

The Ministry of Finance issued the official guidelines and the mandatory-fields specification, which is when the scheme moved from announcement to something you can plan against.

1 July 2026

Voluntary pilot opens

Businesses can start issuing e-invoices voluntarily or as part of the pilot group. Joining early means no penalties before your own compliance date.

30 October 2026

Large businesses appoint an ASP

Businesses with annual revenue of AED 50 million or more must have an Accredited Service Provider appointed. This deadline was extended from July by Ministerial Decision No. 56 of 2026.

1 January 2027

Large businesses go live

Structured e-invoicing becomes mandatory for the AED 50 million and above group, covering B2B and B2G transactions.

31 March 2027

Everyone else appoints an ASP

Businesses below the AED 50 million threshold must have their Accredited Service Provider in place.

1 July 2027

Remaining businesses go live

The rest of the in-scope population starts issuing structured e-invoices. Being small delays your date; it does not take you out of scope.

1 October 2027

Government entities go live

Government bodies complete the rollout, which closes the loop on business-to-government invoicing.

When do UAE government entities go live?

1 October 2027, completing the phased rollout after the two business waves.

I supply a government department. When is my deadline?

Yours is set by your own revenue band, not by the government entity's date. B2G transactions are in scope from your wave.

Are all government transactions covered?

No. Sovereign government activities appear in the published exclusions, but ordinary procurement from suppliers is business-to-government invoicing and is in scope.
